You use T1 BPO copies with some other items to create TII BPC's (Blue Print Copies). I don't think you've read the guides well enough as its covered pretty well a few times in the sticky at the top of the Science and Industry thread. Not too many ...

I'm currently paying something like 6 million a month in Kahah in the Khanid region. I gave up looking there as it was by far the cheapest I could find. Many stations had rent of 30+ million a month!! Backwater stations at that.
